What is S.A.F.E.R.R.?
Schools' Action For Emergency Rail Readiness (S.A.F.E.R.R.) aims to evaluate the preparedness and response capabilities of emergency services, local communities, and other stakeholders in the event of a train derailment near a GCCISD elementary school.
Event Objectives
-
- Demonstrate procedures for timely communication to support security, situational awareness, and operations.
- Establish, maintain, and evaluate overall effectiveness of ISD’s Incident Command System and integrate all critical stakeholders into unified command.
- Evaluate school district procedures for hazard evacuations, triage, and reunification.
- Establish a Joint Information Center to coordinate information to the community and responders.
- Effectively detect, assess, stabilize, and respond to hazardous materials in the vicinity of the schools as well as a coinciding cyberthreat to the schools.
- Validate sharing of situational information via digital communication to local authorities.

About the Partnership

Harris County Department of Education’s Center for Safe and Secure Schools division and Goose Creek CISD will continue the Neighbor Helping Neighbor partnership program.
The NHN program is part of the HCDE emergency operation board’s mission to create opportunities for Harris County school districts to exercise important elements of their emergency operations plan.
